Q&A for Applicants
Q: How do I submit a question to be answered?
A: Questions on this RFA should be submitted by email to Subawards@thecollaborative.us with the subject line; Re: 2025 PL4 RFA Question.
Questions and corresponding answers will be updated regularly.
Q: How do I join the PL4 RFA Webinar on March 21st from 12:30 - 2:00pm?
A: The Webinar will be hosted on Zoom. Anyone interested in the RFA can join with this link:
Q: How do we decide which tier (Tier 1 vs. Tier 2) our project fits under?
A: Tier 1 is designed for operational support to bolster an existing substance misuse prevention organization’s general capacity, whereas Tier 2 funding must be tied to a specific project with clearly defined deliverables.
Contact your local Department of Health Prevention Consultant for more guidance.
Q: Can coalitions apply separately for funding?
A: Yes. We recommend that eligible coalitions apply for Tier 1 funding individually.
Q: Can I apply for only one year of funding?
A: At this time we are only accepting applications for three years of funding.
Q: How much funding is available for organizations/coalitions applying for Tier 1 funding?
A: The total funding available for Tier 1 applicants depends on the number of Letters of Interest (LOIs) received, invited to apply, and ultimately approved. However, we anticipate that individual awards will be approximately $20,000 per selected applicant, subject to final funding availability and distribution considerations.
Q: Does the grant funding operate on a fixed three-year cycle?
A: Yes, but funding that is provided from the state can be subject to change from year to year.
Q: Is it permissible to purchase gift cards as incentives under this grant?
A: Yes, this grant allows for the purchase of gift cards as program incentives, provided they are budgeted and reported in compliance with guidelines.
Contact your local Department of Health Prevention Consultant for more guidance.
Q: Is there a minimum percentage of “direct service time” required for executive directors when budgeting their hours?
A: No, there is no minimum percentage stated in the guidelines, but all staffing hours must be accurately attributed to direct services and administrative tasks.
